Methodology
The funding position is savings plus revenue, minus costs. Unfunded promises are the part of a negative net position not covered by those funding sources. We calculate that figure only when every maintained record has a known amount. Unknown values remain unknown and are never converted to numeric zero.
Amounts use the timeframe, baseline and price basis shown against each item. Only cashable savings and identified receipts count as funding; wider economic effects do not count as revenue without a stated method. Confidence describes the support for an estimate, not its desirability.
